Yes you are really getting the gist of this, there are no stitches you need to add on this row and the angle of the stitches is great.
You could have had a little bit more difference between the position of your long and short stitch at the bottom of the row, I have drawn onto embroidery how the stitches could have been, to show you the difference in the position of the stitches. You do not have to take the stitches out but keep this in mind when you work on your next row.
I have attached a second picture where I half drawn a pink line for where to take your long stitch on row 4. Occasionally your long stitch goes about 1/3 of the way into the next row instead of half the way, so just be conscious of this when you work on row 4 and I have drawn on some long and short stitches to show the position of the stitches in row 4.
It does take a bit of time to get used to this technique and you may still have a mental block now and again as there are a lot of components to think about. In my opinion needle painting is the hardest of the embroidery techniques so will take some practice to get good and comfortable at.
Please can you work some of the long and short stitch at the top of row 4 and some of the long and short stitch in the bottom part of the row (does not have to be the position in which I drew the stitches) and then post a picture so I can check the position with your stitches.
